The Terms of Reference of the Committee will be as under- |

To frame the modalities to conduct the secret ballot to recognize the Unions; |

2. |
To form code of conduct/discipline for the elections on the lines of Code of discipline of Ministry of Labour suitable for Indian Railways; |
||
|
|
3. |
To function as a nodal body for conducting and supervising the secret ballot; and |
||
|
|
4. |
To suggest the Mechanism for arbitration on disputes arising out of elections |
||
|
|
|
The Headquarter of the Committee will be at New Delhi. |

On 8th May 2007, first DO Letter was despatched to GMs of all railways by Mr. C.L. Kaw, Chairman, Secret Ballot Committee (SBC). Another letter DO No.2007/SBC/Rec./1 was followed on 16/05/2007 to GMs requesting to display the enclosed Notice on all official Notice Boards.
Vide letter No.2007/SBC/Rec./3 Dt:19/06/2007, the committee invited Views/Suggestions from Registered Trade Unions representing all categories of Group 'C' and Group 'D' employees of Indian Railways. Committee has asked all GMs to prepare voter list on 26/07/2007 and to upload on RailNet. Substitute, Casual/Contact Labour and those engaged on daily wage basis will not have right to vote.
On 22/08/2007 vide Letter No 2007/SBC/Rec./5, SBC instructed to identify polling booths, as a principle of one polling booth for 1000 to 1500 employees. List of Registered Railway Trade Unions should be collected from State Registar of Trade Unions by an Officer of atleast Sr. Scale. Category-Wise Unions are not considered for the list.
