The pay panel SCPC is not liberal to grant new DA from 01/01/06 as compared to old DA though the hike they say is about 40% in basic pay and pension but the DA figure in amount is reduced as compared to the amount actually being given at present according to the old CPI to the serving employees as well as pensioners. It shows that the old CPI index was not correct on which the govt. relied upon since 1982 or there is some thing not correct in the proposed CPI Index or percentage of DA calculated from 01/07/2006 which is 2% and so on 6% from 01/01/2007 9% from 01/07/07 12% from 01/01/08 and 16% from 01/07/08. The proposed index is trying to snatch 1% to 2% every time from the DA already received by the employees and pensioner.
It is common understanding that when basic is increased DA increases whatever amount of DA we received on 01/07/06 the same or more amount we should receive in new basic otherwise the hike is meaningless. For example the DA as per old CPI index has increased by 6% from 01/01/2008 and the proposed DA has increased by 4% in new basic. increase.

Talking about DA, the revised DA of 13% and 18% from 1-1-08 and 1-7-2008 respectively is about 33% less than that actually drawn. This is because the DA on DP (50%) beyond 1-1-2006 has been ignored. This will result in progressive reduction in the pay commission benefit, especially in the case of Pensioners as their basic pension is constant. The overall benefit as on 1-1-2006 was 21.51% which as on 1-7-2008 has come down to 14.2%. When the old DA point reaches 100, the actual Pay commission benefit would have come down further to 7.7%. Considering the steep inflation rate, that date will not be too far. In short, if the DA on DP which is actually drdawn, is stopped as proposed by the Pay Commission, don't be surprised to know that, when the 7th PC is notified, the actual benefit of the existing retired employees would have gone back to V PC level!!! Strange but true. Please work out and satisfy for yourself.
