Railway Pass Rules Articles

1: POWERS OF THE GENERAL MANAGERS TO CONDONE IRREGULARITIES (ANNEXURE 'C')
Except in cases of transfer and settlement passes issued to Railway servants, General Managers may condone the irregularities in the cases enumerated below. These powers should not be re-delegated to any lower authority.

2: LOSS/ MISUSE/ FRAUDULENT USE OF PASSES AND PTOs (ANNEXURE 'B')
Deterrent punishment should be awarded to railway servants detected misusing passes and privilege ticket orders; this may take the form of dismissal or removal from service or reduction to a lower post depending upon the seriousness of the offence.

3: STANDARD RAILWAY PASS FORM (ANNEXURE 'A' TO SCHEDULE II)
The pass must be returned by the pass holder to the issuing office within a month of the date of expiry of the pass, with remarks used/cancelled.

4: SPECIAL PASSES (SCHEDULE - VII)
On Medical Grounds. On sports account. For appearing before RRB/ Selection Board while on leave or on duty. For attending Courts. For attending departmental disciplinary enquiries and for inspection of documents. For attending complainant's enquiry. For personal hearing of the Appellate Authority. Office bearer and representative of recognised railway unions and of the Federation for whom grant of Pass is governed by the instructions issued by Railway Board from time to time.

5: RESIDENTIAL CARD PASS
RC Pass will be issued to those railway servants who reside away from the place of work to travel by rail between their place of residence and their place of work, over the sections where this facility was in vogue prior to 14.12.1953 or where the facility has been extended by specific orders of Ministry of Railways

6: WIDOW PASS (SCHEDULE - V)
1. Widows of those Railway servants who were in service on 12.3.87 and opted for the scheme of Widow Pass or widows of those Railway servants who joined service on or after 12.3.87 and are compulsorily governed under the scheme of Widow Pass are eligible for Widow Passes.

7: POST RETIREMENT COMPLIMENTARY PASS (SCHEDULE - IV)
A benefit of additional 5 years service for post-retirement complimentary passes may be allowed to those medically decategorised /unfit Railway servants who retire either by refusing to accept the alternative post or the alternative post being not available.

8: SCHOOL PASS (SCHEDULE - III)
School Cheque Pass can be issued to each such student son/ daughter who is dependent on the railway servant on production of a certificate from the recognised institution where the student is studying and which is away from the headquarters of the Railway servant for undertaking journeys specifically listed in this schedule. The certificate should indicate that the son/daughter is a bonafide student of the recognised institu­tion where he/she is studying.

9: PASS ON PRIVILEGE ACCOUNT
General Rules relating to Privilege Passes/PTOs Privilege. Passes/PTOs on re-employment Privilege Passes/PTOs on deputation in India/abroad. Privilege Passes/PTOs on deputation to Railways from nNon-Railway Departments.

10: DUTY PASS (SCHEDULE I)
General Rules relating to Duty Passes. Entitlement for travel by Rajdhani Express while on duty. Entitlement for travel by Shatabdi Express while on duty. Pass on Transfer.
