The surplus employees are not entitled for benefit of the past service rendered in the previous unit/department for the purpose of their seniority in the new unit/department. Such employees are to be treated as fresh entrants in the matter of their seniority, promotions etc.

 

Based on the 2004 circular, Southern Railway issued redeployment orders to three Headclerks working in Statistical branch/Tiruchi division  to join as Senior clerks to CMM/GOC. After put in 10 to 15 years of service in Headclerks, they were asked to go as Senior clerks, citing the above dragonian rule issued in May 2004 by Railway Board. Why such issued rules has been ignored by the recognised unions? Will it stand in the court of law on contesting? Anybody please clarify !

it is foolishness to issue orders when there are juniors in the department. confirmation is the seniority criteria and there is no difference in work level in between grades. junior most should be redeployed
