VIth pc report submitted almost three months back and every paper announced that 40% hike to the salaries to the employees. But till now not implemented and prices in outside market gone up to 50%. Why this much delay?

the pay which was drawn immediately before the retirement on and after 01/04/2004 and formed part of emoluments under Rule 49 &50 of Railway Pension Rule 1993 can not be reduced vide RBE 217/2004 letter dated 12/10/2004 in respect of all pensioners of running staff retired from 01/04/04 to 31/12/05.
The para 133.35 of Part VI of 5th CPC recommendation, DA equal to 148 % of basic pay which was converted in pay in Oct/97 in 5th CPC recommendations for running staff was not followed while converting DA equal to 50 % from 01/04/04. Thus violated rules contained IREM code 1417 and in para 924.of IREM Vol. I which defines Reckoning of Running Allowance as pay: This is reproduced below
(i) 30% of the basic pay of running staff shall be reckoned as pay for the following purposes:
(c) While determining the emoluments for the purpose of calculation of retirement benefits, Dearness Pay as admissible from time to time, shall be calculated on basis of pay plus 30% thereof in the case of running staff retired/retiring on or after 1-8-1981.
Pension and Commutation comes under retirement benefits. The issue should be takenup for revision of pension of those running staff retired from 01/04/04 to 31/12/05 and arrange payment with interest of pensioners retired from 01/04/04 and also amendment in RB letter dated 12/10/2004, as dearness pay after conversion in pay was reduced without giving any reason which has resulted in short payment of pension and other benefits.
