VIth pc report submitted almost three months back and every paper announced that 40% hike to the salaries to the employees. But till now not implemented and prices in outside market gone up to 50%. Why this much delay?

the pay which was drawn immediately before the retirement on and after 01/04/2004 and formed part of emoluments under Rule 49 &50 of Railway Pension Rule 1993 can not be reduced vide RBE 217/2004 letter dated 12/10/2004 in respect of all pensioners of running staff retired from 01/04/04 to 31/12/05.
The para 133.35 of Part VI of 5th CPC recommendation, DA equal to 148 % of basic pay which was converted in pay in Oct/97 in 5th CPC recommendations for running staff was not followed while converting DA equal to 50 % from 01/04/04. Thus violated rules contained IREM code 1417 and in para 924.of IREM Vol. I which defines Reckoning of Running Allowance as pay: This is reproduced below
(i) 30% of the basic pay of running staff shall be reckoned as pay for the following purposes:
(c) While determining the emoluments for the purpose of calculation of retirement benefits, Dearness Pay as admissible from time to time, shall be calculated on basis of pay plus 30% thereof in the case of running staff retired/retiring on or after 1-8-1981.
Pension and Commutation comes under retirement benefits. The issue should be takenup for revision of pension of those running staff retired from 01/04/04 to 31/12/05 and arrange payment with interest of pensioners retired from 01/04/04 and also amendment in RB letter dated 12/10/2004, as dearness pay after conversion in pay was reduced without giving any reason which has resulted in short payment of pension and other benefits.

For example on a Basic Pay of Rs.5,000.The drawn figure of (DP) is Rs.3250 vide Railway Board's letter No. E(P&A)II-2004/RS-13 dated 30.6.2004 (RBE 140/2004) ( Computed on BP+30% of BP) and drawn in the salary immediately before retirement and the reduced (DP) figure of Rs 2500 vide No. E(P&A)II-2004/RS-13 dated 12/10/2004 with Subject as Merger of Dearness Allowance equal to 50% of basic pay with basic pay w.e.f. 1.4.2004.
calculating DP for salary and for emoluments for retirement benefits in above two letters are different figures which is legally wrong. The emoluments cannot be reduced while calculating retirement benefits without sufficient reason that too of all running staff retired between 01/04/04 and 31/12/05. all the serving employees are drawing the figure of Rs.3250 till now and will enjoy in future and also in pay fixation under 6th CPC. Only the retired running employees are at loss. The recommendation committee 2002 on running staff can not supercede the recommendation of 5th CPC in their para 105.11 of their report with retrospective effect and the pay defined in railway rules in IRM codes and Railway pension rules 1993. The railway board is making fun of the retired running staff by giving misleading instructions by issuing different letters as quoted above, but they have to correct it and pay the arrears with interest.

total injustice to pharmacists who are the responsible staaffs next to doctors, they maitain ledger store procurement indent even prescribe in absense of doctor which is an everyday affair. they don't practice inspite of their valid licenses they are not even compared to nurse inrespect of job nature. total day and night they take responsibility of hospital always they explain the doses and reaction of medicines to all staffs and public in this crucial period their dignity and parity has been lost. some relatives of pay commision members are in the cadre of nurse and teacher otherwise such disparity might not have been there.

Railway ( read Govt) has consistently neglected Engineers in Group C and line staff. Higher packages are given to the catagories who are working in offices, who are having scheduled working hours, getting OT etc in one name or other. this is so only because they are able to arm twist trade unions and manipulate informations. Line staff and Engineers are not having all such facilities so they are getting much less than what they deserve. These services should be abolished from railway so that people don't feel disheratened.

Fixation of pay for running staff goes by X2.12 whereas non-running staff gets X1,86 as per the PC. Virtual pay of 30% reckoned ofr fixing new pay should be extended to non-running cadres also.

I want clarification about imposing penalty of lower time scale for a fixed period with instructions to work in non cash handling stations on transfer from division to headquarter office and latter transfer back to his parent division on repatriation ground. If the employees penalty & condition for posting in non cash handling station not change. In this condition if can he take VR ? Jr. stenographers have been most deprived of their actual pay. For,Total injustice has been done to the Jr. Stenographers (Eng) in the last two pay commissions. Previously, the basic pay of Sr.Clerk and JAA was same as the basic pay of Jr. stenographers. But, this anomaly has also been done in the six pay commission. The grade pay of Jr. steno should be equal to sr. clerk and JAA. The grade pay of Jr. Steno should be increased. In terms of HOER you are eligible for both claiming of TA for having travelled more than 8 Km. and also eligible for a days' CR for having worked on a Holiday. You may seek remedy thro' propoer channel by submitting your representation to the personnel officer thro' Personnel Inspectors.

Due to implementation of uniform month of increment i.e. July every year in the 6th CPC the employee who will retire in the month of June will face a loss of one increment (though the employee has completed 11 or 12 month of service). It will result less fixation of pension.

It is very surprising that nobody raised the plight of SE(Signal) who is running day and night with out any rest to restore the signal failures, to keep the speed, safety and punctuality of trains. They are the most neglected sector in this free India.

There is no limitation to working hours for the technical supervisors. This is very badly affected the JE/SE/SSE (Signal)(Formerly called as Signal Inspector). They have to run always irrespective of day or night for anything. Since SMs are not technical ones, for any signaling related problems, JE/SE/SSE (Signal)is called. No compensation is allowed. More over, there is no weekly holiday. Thus in a tear, we are forced to work 54 more days for no compensation. So it is a must to get at least 48hrs duty roster per week for them.

techinical supervisors are most neglected one in railways, since no effort for a collective bargainism. They have to run pillar to post to keep the weels on run. they have to work without any limitation to duty hours with out any compensation, with out any recognition, with out even minimum tools, with out sufficient manpower, and there is no end to this list. they have to forgo holidays, days, nights and so on....... It is high time to implement a roster for 48hrs per week or multiply the salary with THREE. PT Usha runs, but have to change her shoes sole with out stopping her. What a fate!. Anything untoward happens, it is termed as staff failure.
