The Running Allowance consist of two parts. That is the Pay element and TA element. Of this the TA element is the actual mileage/kilometerage given for working the train, which is also in lieu of TA paid to non-running staff. Whereas pay element is that part of Running allowance which is not reflected in the pay bill but reckoned as an eligibility factor while computing all other allowances including DA, HRA, and HBA. It is 30% of the basic pay. That is a running staff gets additional thirty percent in their DA, HRA and all other allowances and also in Pass benefits, but except in Basic Pay so that there is an impression that they drtaw less pay. The biggest anomaly is that this thirty percent of DA is reckoned for calculating the new pay during pay revision and after arriving at the new pay after fitment etc; the new DA is again calculated on adding 30% to the real basic Pay. In toto running staff gets enhanced pay by virtue of this anomaly apart from whatever allowances incurred and after each wage revision there is an inequality in the pay structure between a running staff and non- runnning staff drawing the same basic. Any railway employee in open line is subject to occupational hazaards in many ways just like the running staff. But the hardships are not reckoned by the management and hence this anomaly. In fact every one of open line staff should become eligible for the pay element like running staff in the sense that presently the pay is equated to administrative staff. Trade unions also should consider and keep in mind this disparity and has to work to remove this inequality.
