After reservations of OBC, 50% in total are kept reserved for quota candidates. Moreover they will get adventage of seniority also incase of promotions. Now, in this context, it seems better that quota may be introduced for 100% fully i.e. rest 50% for the left over categories.

Quota system especially for OBCs has been introduced after prolonged efforts and an indepth study by the Mandal Commission on the status of OBCs vis-a-vis Government services. It was a pity that OBCs who constitute roughly around 65% of the total population could not occupy a single Secretary level post at the end of 40 years of independence. Right from the days of Nehru, OBCs were treated with step-motherly attitude only by successive congress governments. Nehru also kept the report of the Kaka Kalelkar commission citing flimsy reasons under his desk. It was only the Janatha Party that came to the rescue and constituted the Mandal Commission and unfortunately could not stay in power to implement it. Again re-incarnation of Bharatha Matha, Ms.Indira Gandhi and Rajiv paid no heed to the requests to implement Mandal Commission. It was then the turn of another non-congress Government led by VP Singh to implement reservation in which process he lost power due to the secret pact between the BJP and Congress. Now Mr. Chakraborty is concerned about 3% populace being able to corner only about 50% of the jobs, instead of the 100% they were occupying all these years.

quota system has eaten into the rights of the general candidates,who are now totally frustated to see that after putting in service of about 20yrs we are in the same place while the quota candidates have scaled the ladder quite fast, i want to ask a question is quota system valid during restructuring or upgradation of cadre after pay commissions.
