Hi every one: I am Krishna ALP. working at Paradeep, Khurdha Division, East Coast Railway.
I have applied for Mutual Transfer with a candidate working in South Central, Secunderabad Division at Bidhar in Agust 2006. My mutual partner has forwarded his file through proper channel to my division in East Coast Railway and waiting for my file, which has to be forwarded by my Divisional Office.
But, today my Divisional Officer (ADRM, Sr DPO) is saying that a new GO has passed by Ministry of Railway that a candiate must have a service of minimum 5 years and also should apply with same caste of mutual partner to seek a mutual transfer.
Can anyone suggest me in finding that GO which says one should apply for mutual transfer with same caste of mutual partner and with 5 years of service or is that GO is for Request Transfer or Mutual Transfer.
I have started my career with East Coast Railway in 2005. Does this GO apply to me if it exits. If anyone can guide through this and finding a pdf or printed version or the GO Letter Number of this GO.
Please help me out with this. It has been a long time for me waiting for the Mutual Transfer.

Dear Mr. Krishna,
As per my knowledge, there is a condition for mutual transfer, i.e. Mutual Transfer must be applied with Employee of same Reservation Category. This to maintain the balace of Reservation System for promotions in that division or area.
I am not aware of 5 year rule. Please some body clarify on the subject.

Yes, candidates who apply mutual transfer should complete at least five years of service except in special cases/considerations.
Candidates of different reservation categories in entry level grade of the post can apply for mutual transfer.
Both candidates should be either Direct Recruities or Promotives. Direct recruitee can not give mutual transfer to promotive employee.
Please raise any other queries.
