I want to know about what is the criteria of granting Ist Class pass to railway employees after 6th PC implementation?

Railway board has decided to grant 2AC Pass to employees in the grade pay of 4200 who have reached the basic pay of 14140 and all employees in grade pay of 4200 will get 3AC Pass.Board has decided to grant 3AC pass to employees in grade pay of 2800 having basic pay of 13490 but unions are demanding 2A Pass for all employee in GP 4200 & 3A pass for all employee in GP 2800 hope that the matter will get resolved soon and union get success on our demand.
