MACP to Drawing Staff Cadre

Can any one clarify:-

(A) Initial appointment as Tracer(Entry Grade of Drg. Office) (Pay Scale: 260/- - 430/-) in May 1983.                                                                                                          (B) Became Jr.Draughtsman (Pay Scale: 330/- - 560/-)  in May 1988 after completing 5 years continuous service since Tracer post upgraded to Jr.D'man as per Bd.'s order of 16th Nov.1984 which become the Entry Grade of Drawing Office Cadre.                              (C) Promoted to selection Post of Sr.D'man (Pay Scale: 1400/- - 2300/-) in Sep.1996 and again Jr.D'man post upgraded to Entry Grade Sr.D'man in about 1990 as per 5th PC.    (D) Promoted to non selection post of Hd. D'man (J.E.-I) (Pay Scale: 5500/- - 9000/-) and again Sr.D'man (J.E.-II) & J.E.-I merged vide 6th PC.

In above condition S.Rly. offered 2 up-gradations - G.P. 4600/- in 1st MACP and G.P. 4800/- in 2nd MACP considering that they did not get any promotion in 20 years' of service.
E.Co.Rly. offered 1 up-gradation - G.P. 4600/- in 2nd MACP considering that they got one promotion in their 20 years' of service.
S.E.Rly. offered 1 up-gradation - G.P. 4600/- in 3rd MACP considering that the got two promotions in their 20 years' of service.

Which one is applicable ?
