Suggestion on wrong pay fixation in 6th pay commission.

Respected Sir, With profound respect i Mr.___, Goods Guard in Sambalpur Division over East Coast Railway beg to convey the following few lines for kind suggestions at your end. Sir, i was promoted from Sr. Commercial Clerk (Pay scale Rs.4000-6000/-) to Goods Guard (Pay scale Rs.4500-Rs.7900/-)in September-2007 and joined for the post of Goods Guard in February-2008. 1) Sir, as my knowings, as per Honorable Railway Board's No.PC-VI/2008/I/RSRP/1 dated.12.09.08, as a running staff my Band Pay should be fixed on the ratio of 2.12 i.e. Rs.4500/- x 2.12 = Rs.9540/-. But it wrongly fixed by our Concerned Bill Clerk in Personnel Branch on the ratio of 1.86 i.e. Rs.4500/- x 1.86 = Rs.8370/-. Sir, I want to know that what should be my band pay in sixth pay commission. 2) Sir considering my promotion to the present grade of goods guard whether i am liable to get arrears on account of sixth pay central pay commission's recommendations, if my band pay will be fixed on 2.12 ratio. your initial fixation in 6th CPC from 1.1.2006 will be in the post of Sr.CC and accordingly you will be adjusted in Goods Guard.
your fixation in 6th CPC will be as follow
Basic Pay on 1.1.2006
50% Dearness Pay on 1.1.2006
24% of DA on 1.1.2006
Grade Pay of Rs 4200
suggestion is asked for from rly board.
