The sixth CPC in its detailed report at page 338/339 has recommended -[quote]The commission accordingly recommends that all pensioners should be allowed fitment benefit equal to 40% of Pension ......... ........ Consequently dearness relief at the rate of 74% of the pension(excluding the effect of merger) has been taken for the purpose of computing revised pension as on 1.1.2006.]
However, the fitment table given at annexure at chapter 5.1.1 page 88 onwards, does not include the Dearness Relief at the rate of 74%. Instead it shows only DP [vide column of fitment table] as on 1.1.2006, which is only 50%. Thus Pensioners are given an effective hike of only meagre 16%.[40% recommended -24%DR left out in calculation of present pension] It is not known if this is a faux pas or deliberate. Concerned staff forums should take up this subject with FM before implementation of the award.

6th CPC pension fitment benefit given to the past pensioners is equal to 40% but the table is showing 2.5 % extra to 40 % may be DA on 01/01/06 was increased by 3 %. Further DA increased by 6 % from 01/07/06, 01/01/07, and 01/07/07 the % of DA should be as follow
from 01/01/06 DA Nil and from 01/07/06 as follow on assumed basic pension of Rs. 5000/-
pre revised basic pension Rs. % of DA & amount received from date revised -basic pension with 40% fitment wef 01/01/06 assumed % of DA to meet DA equal to DA received in pre revised basic Total % of DA from 01/07/06
5000/- 5% RS. 250/- from 01/07/06 7133/- 3.5% Rs. 250/- 3.5 % on 01/07/06
5000/- 6% Rs. 300/- from 01/01/07 7133/- 4.2 % Rs 300/- 7.7 % on 01/01/07
5000/- 6% Rs. 300/- from 01/07/07 7133/- 4.2 % Rs 300/- 11.9 % on 01/07/07
5000/- 6% Rs. 300/- from 01/01/08 7133/- 4.2 % Rs 300/- 16.1 % on 01/01/08
The above % of minimum DA is to be given from 01/07/06 to meet the fitment of 40 % increase.
