I have further studies the 6thCPC report regarding fitment for pensioners and found out the formula adopted by the CPC, which is given below:[as on 1.1.2006
(basic pension [pre 1.4.04]x 1.74)+ 40% of basic pension for those retired before 31.3.04, which works out to 2.14 times the basic pension. However, we are already getting = basic pension +50%as DP+24%of basic+DP which works out to 1.86 times our basic pension.
Thus the increase is only 0.28 times [2.14-1.86] which works out to only 15%.
The CPC announced 40% increase on basic pension as of 31.3.04, viz: before merger of 50%DR on 1.4.04. Thus the effective hike for pensioners is only 15%, whereas those in service get anything from 29% to 40%

This 15% benifit if the present DA rates are assumed or else with 2001 base the actual increase is only 9% as on april 2008
6th CPC pension fitment benefit given to the past pensioners is equal to 40% but the table is showing 2.5 % extra to 40 % may be DA on 01/01/06 was increased by 3 %. Further DA increased by 6 % from 01/07/06, 01/01/07, and 01/07/07 the % of DA should be as follow
from 01/01/06 DA Nil and from 01/07/06 as follow on assumed basic pension of Rs. 5000/-
pre revised basic pension Rs. % of DA & amount received from date revised -basic pension with 40% fitment wef 01/01/06 assumed % of DA to meet DA equal to DA received in pre revised basic Total % of DA from 01/07/06
5000/- 5% RS. 250/- from 01/07/06 7133/- 3.5% Rs. 250/- 3.5 % on 01/07/06
5000/- 6% Rs. 300/- from 01/01/07 7133/- 4.2 % Rs 300/- 7.7 % on 01/01/07
5000/- 6% Rs. 300/- from 01/07/07 7133/- 4.2 % Rs 300/- 11.9 % on 01/07/07
5000/- 6% Rs. 300/- from 01/01/08 7133/- 4.2 % Rs 300/- 16.1 % on 01/01/08
The above % of minimum DA is to be given from 01/07/06 to meet the fitment of 40 % increase.
